We have new Empi disc brakes at all four corners on a 1969 Bug and the back brakes will lock up but the fronts barely hld. We have adjusted from on end of the rod to the other and if the front brakes hold then they won't let go. This is our second new master cylinder with the same results.

Any thoughts?

do you have all the air out of the system?
bleed the calipers with the bleeder facing up at 12 o'clock.
Do you have the lines connected properly to the master cylinder? regarding front and rear lines.
Are you using the correct master cylinder?
there are some thing posted on the samba regarding porportioning valves.

Most vw bug masters come with a residual pressure valve for drum brakes inside , if your using disc on all 4 corners you need to remove it and add 2 lb residuals outside , one for front and one for rears , the stock residual valve keeps too much pressure on the calipers , drums require a higher pressure to overcome the springs.. it could allso be a bad hose if your calipers are sticking and not letting the fluid go back towards the master , Let me ask you when you get the caliper stuck have you opened the bleeder and see if the caliper frees up ?? that will tell you if something is keeping pressure on them ?? i have disc on all 4 corners with a stock master and external residuals and mine work perfect ... let us know ??
